Abstract

Purpose: to investigate the technological capability of Brazilian Micro, Small and Medium-sized Enterprises (MSMEs) from Rio de Janeiro considering the use of the principles and practices of the lean approach. Methodology: exploratory research of quantitative and empirical nature with descriptive purpose based on a non-probabilistic and intentional sample of 59 companies with up to 499 employees belonging to the metal-mechanic industry located in the state of Rio de Janeiro. Results: confirm the literature by revealing the incipient adherence of the surveyed companies to lean thinking and its practices, making production decisions more reactive than proactive and configuring a framework of low technological and innovation capability. Limitations: research restricted to smaller companies in a specific economic sector, although relevant for its dynamism that favors productive linkages with other economic sectors, in addition to benefits for the regional economy. Originality/Value of the Article: the existence of few studies on the application of the principles and practices of the lean approach in MSMEs in general, and in industrial MSMEs, especially in Brazil, and that correlate technological capability and innovation capability.

Heitor Soares Mendes, Federal Center for Technological Education Celso Suckow da Fonseca

Doctor in Public Policies, Strategies and Development (IE/UFRJ), Master in Production and Systems Engineering (CEFET/RJ), Specialization in Production Engineering (UFRJ) and Graduate in Mechanical-Industrial Engineering (CEFET/RJ). He is currently a professor at CEFET / RJ, working in teaching, research and extension projects. He is a researcher at the Technological Cooperation, Innovation and Development research group. He is a member of the Brazilian Association of Industrial Economy and Innovation (ABEIN). He is an institutional representative at the Permanent Forum for Strategic Development of the Legislative Assembly of the State of Rio de Janeiro. He is a researcher at the Socioeconomic Observatory of Petroleum Producing Municipalities in the State of Rio de Janeiro (OBPETRO).

Marta Lucia Azevedo Ferreira, Federal Center for Technological Education Celso Suckow da Fonseca

Doctor of Science in Public Policy, Strategies and Development (IE/UFRJ), Master in Production and Systems Engineering (CEFET-RJ) and Graduate in Public and Business Administration (EBAPE/FGV-RJ) with specialization in Marketing (EPGE /FGV-RJ). Professor and researcher at CEFET-RJ linked to the Graduate Program in Regional Development and Productive Systems (PPDSP), she is leader of the research group Technological Cooperation, Innovation and Development and was coordinator of the Technological Innovation Center (NIT) from 2017 to 2019. He is an institutional representative in the Network of Intellectual Property, Cooperation, Negotiation and Commercialization of Technology (REPICT) linked to the Technology and Innovation Network of Rio de Janeiro (REDETEC) and member of the Brazilian Association of Industrial Economy and Innovation (ABEIN). She is a researcher at the Socioeconomic Observatory of Petroleum-Producing Municipalities of the State of Rio de Janeiro (OBPETRO), having participated as a teacher in the National Professional Qualification Plan of the National Oil and Natural Gas Industry Mobilization Program (PNQP/PROMINP) from 2007 to 2009. He was a professor at the Faculty of Business Administration and Accounting at UFRJ from 2004 to 2005 and at the Business School at UniverCidade from 2002 to 2007. He was a professor at the Graduate Program in Strategic Telecommunications Management at UCAM in 2002. Worked at EMBRATEL SA from 1980 to 2004, with emphasis on Consulting (Competitive Intelligence), Management (Marketing Research), Coordination (Training) and Planning/PCP (Marketing/Production) functions. The main topics of interest are: innovation systems and regional/sectoral development; academia-industry cooperation and technology/engineering education; industry 4.0; entrepreneurship, innovation and sustainability; eco-entrepreneurship and eco-innovations; socio-environmental responsibility in organizations; technology management; and innovation management.
