Advantages and difficulties of transport by charter as an enabler of university education in Northeast Brazil

Abstract

This paper reveals the travel characteristics; direct and indirect costs and travel times; users’ perceptions with respect to reliability, comfort and safety; and impact on the quality of academic performance for students in the Centro Acadêmico do Agreste of UFPE, located in Caruaru, Brazil, which has 3,000 students from 70 cities. Almost 50% of these students live in cities located within 100 km of Caruaru and commute for three hours on average (round-trip). These trips are mostly performed on non-regular intercity transport, chartered by users or municipalities. This kind of transport, apparently inadequate in operational terms, makes access to higher education possible for a significant proportion of students, keeping them residents of their hometowns.

Maurício Oliveira de Andrade, Universidade Federal de Pernambuco

Engenheiro Civil (UFPE-1978), Mestre em Engenharia Civil - Transportes (UFPE-2006) e Doutor em Engenharia Civil - Transportes (UFPE-2012). Professor da Escola Politécnica de Pernambuco (UPE- 2007 a 2009) das disciplinas de Estradas 1, 2 e Pavimentos Rígidos; Professor Assistente da UFPE - CAA (2010 a fev/2013) das disciplinas de Estradas 1, 2, Topografia 1 e 2 e Tópicos de Transportes (Planejamento) e Professor Adjunto do Centro de Tecnologia e Geociências (CTG) da UFPE (março/2013 a atual), lecionando disciplinas de Gestão das Infraestruturas e Tópicos de Transportes (Geografia dos Sistemas de Transportes) na graduação em Engenharia Civil e Transportes e Desenvolvimento Regional e Gestão das Infraestruturas Urbanas na Pós-graduação em Engenharia Civil. Tem 30 anos de experiência na área de consultoria de engenharia (1979 a 2009), com ênfase em Engenharia de Transportes, atuando principalmente em planejamento urbano, de sistemas viários e de transportes e no detalhamento de projetos rodoviários e de vias urbanas. Coordenou como Superintendente de Infraestruturas de outubro de 2012 a outubro de 2015, os projetos e obras de ampliação das infraestruturas físicas dos campi da UFPE em Recife, Vitória de Santo Antão e Caruaru

Leonardo Herszon Meira, Universidade Federal de Pernambuco

Possui graduação em Engenharia Civil pela Universidade Federal de Pernambuco - UFPE (2003). Fez Mestrado em Engenharia Civil na área de Transportes e Gestão das Infraestruturas Urbanas pela UFPE (2007) e Doutorado em Engenharia Civil na área de Transportes e Gestão das Infraestruturas Urbanas pela UFPE (2013). Possui experiência profissional na área de construção e reforma de escolas públicas (2003-2006), Engenheiro de Tráfego da Prefeitura de Olinda-PE (2006-2007), Técnico Regulador em Transportes da Agência de Regulação dos Serviços Públicos Delegados do Estado de Pernambuco - ARPE (2007-2010), consultor na área de mobilidade urbana, planejamento dos transportes, engenharia de tráfego e redes de transporte público. Desde 2010 é professor da UFPE e em 2015 passou a ser Professor Permanente do Programa de Pós-Graduação em Engenharia Civil - PPGEC da UFPE.
