Public policies on water resources for the brazilian northeastern semiarid region

Abstract

Objective: The present study has as main objective to identify the strategies taken by the municipal managers to adapt to the periods of greatest water difficulties in the northeastern semiarid, more specifically in the city of Doutor Severiano-RN, showing the importance of the development of these strategies in the region. Methodology / Approach: Research were made on the subject to identify which strategies were developed in the municipality, in addition, some field observations were made to identify the municipal public policies developed over the years. Conclusions: It is concluded with this study that it is essential to know the place and seek the best strategy to develop and apply these policies based on the characteristics of each region, considering the importance that they have for the social and economic development of the semiarid populations. Research limitations: The sample was extracted from works that addressed the topic in question, thus making the parallel of discourse between theory and practice. Originality / Value of the article: The study presents the strategies developed in the city of Doutor Severiano, to adapt to the periods of greatest water difficulties in the region, according to the climatic conditions of the place.

Pedro Henrique da Silva Lima, State University of Rio Grande do Norte

Graduated in Geography from the State University of Rio Grande do Norte-UERN (2018). He has a Basic Informatics and Basic Commercial Informatics course, as well as experience in geography, with emphasis on physical geography.

Maria Losangela Martins de Sousa, State University of Rio Grande do Norte

Doctorate in Geography from the Federal University of Ceará (2016), a master's degree in Geography from the Federal University of Ceará (2012) and a degree in Geography from the State University of Ceará (2009). She is currently an Adjunct Professor in the Department of Geography at the State University of Rio Grande do Norte and a permanent professor and Coordinator of the Graduate Program in Territorial Planning and Dynamics in the Semiarid Region (PLANDITES) at the State University of Rio Grande do Norte (UERN) . 

Larissa da Silva Ferreira Alves, State University of Rio Grande do Norte

Doctorate in geography by Ceará Federal University, Brazil; Master in Geography (2009), Specialist in Geoprocessing and Digital Cartography (2009) and Graduate in Geography (2006) by Rio Grande do Norte Federal University, Brazil. She is Adjunct Professor IV of the Department of Geography and Coordinator of the Postgraduate Program in Spatial Planning and Dynamics in the Semi-Arid (PLANDITES) of the State University of Rio Grande do Norte - UERN, Pau dos Ferros city. Has experience in the area of Geography and Urban and Regional Planning, working mainly in the following subjects: planning and spatial planning, public policies, tourism and regional analysis, semi-arid.

José Elesbão de Almeida, State University of Rio Grande do Norte

Graduated in Economic Sciences from the State University of Rio Grande do Norte (1997), Master in Economics from the Federal University of Paraíba (2001) and PhD in Economics from the Federal University of Rio Grande do Sul (2009). He is an adjunct professor IV in the Department of Economics at UERN. Coordinator of a lato sensu postgraduate course in Regional Development and Territorial Planning 2010-2012. He was Head of the UERN Incubator Sector (2015-16). He has experience in the area of ​​Economic History, Economic Development and Regional Economics. He develops research about the impacts of oil and gas royalties on the economy of Rio Grande do Norte and on wind energy on the coast of the Northeast. He is the leader of the Nucleus of Studies in Political Economy of Development-NEEPOD. Member of the Celso Furtado International Center and the Developmental Network. Professor of the Graduate Program in Territorial Planning and Dynamics in the Semiarid Region (PLANDITES / UERN). Currently holds the Head of the Administrative Sector of the Postgraduate Course of the Dean of Research and Graduate Studies - PROPEG / UERN
